Enforcement: The NHL Commissioner has the authority to investigate and enforce tampering rules as part of maintaining league policy and procedure. If another team feels they have been tampered with, they can raise the issue with the league office.\

[edit] - yes, Hughes could absolutely come out and say "I would like to stay here", butt hats about as far as its supposed to go.
Friedman should be brought up on Tampering for the frenzy he is continuing.

Quinn is under contract with the Canucks. How is it tampering?
It’s not. You can’t tamper with yourself, and no team that hopes Hughes goes to free agency can claim it is tampering because that claim would then indicate their intentions and by definition would then be tampering.

No clue why he’s interpreting it that way.

The greasy Rick the Rumour Mill Dhaliwal on Hughes: One team told me they can't match what the Wings have in assets.

I believe it, the Wings have the most and best options

1. Edvinsson - LS D
2. Sandin Pellika - RS D
3. Carter Bear - LW
4. Danielson - C
5. Kasper - C
6. First round draft picks

Retain heavy on Hughes and even take another expiring bad contract back.
