Yes of course it would be, but I don't think this is something that happens or is likely to happen under trans-inclusive policies. The vast majority of women don't change in front of each other and trans women would be no different. So you're really talking about a cisgender male using trans-inclusive policies as an excuse to pretend to be trans and going to a bathroom and expose themselves. Extremely unlikely I think and I know of no such occurrences. Yeah, those full drive-throughs are ridiculous. The food court at Park Royal always has a twenty-deep lineup for Tim's, while the Japanese, Greek, Chinese, Vietnamese, etc. places might be lucky to have one or two customers.
