How so if they weren't picked in the 7 rounds that took place? (i.e. if they were not picked by any teams in the 7 rounds that took place, would that not lead one to the conclusion that they were not 1-7 round picks?)

In an alternate universe in which overagers who were not picked in their draft eligible years were again draft eligible in later years. Sure.
