Isn't it the other way around? That it can't decrease from year to year by more than "x" per cent. I don't think a big increase is cap circumvention but as in all matters CBA I am probably wrong.
It works both way. Lowest year cannot be less than 1/2 of the highest year.

Kesler has his first goal in his first game as a Duck. They trail Pittsburgh 3-1 halfway through the game.

Chris Pronger, while still collecting 15 million from the Flyers, while on LTIR, has been hired by the NHL player safety department. Talk about a major conflict of interest. Raises the question if the Flyers should still get cap relief.

Shake my head at this one.

If Pronger is still being paid as an active, but injured, player, how is the NHL hiring him to be in their front office?

If he's not an active, but injured, player, how is he not retired?

If he's retired, shouldn't the Flyers be stung for that contract?

Yep. Welcome to the NHL. 'tis a joke. We'll go after Kovalchuck and Luongo, but we'll hire Leg Stomp to the department of player SAFETY. You couldn't make this up.

The NHL has hired former defenceman Chris Pronger to work in the Department of Player Safety, Sportsnet’s Elliotte Friedman confirmed Thursday.

Pronger, 39, is still being paid by the Philadelphia Flyers even though he hasn’t played in the NHL since the 2011-12 season. He has not officially retired.

“Chris’ case is unique,” NHL commissioner Gary Bettman told reporters Wednesday. “There are salary cap reasons why he couldn’t officially retire. I’m not sure that presents any problem at all to deal with. He’s done playing. He gets paid no matter what from the Flyers. He doesn’t owe them anything.”

This season, Pronger carries a salary cap hit of $4.9 million for the Flyers. The club signed him to a seven-year extension after acquiring him in a trade with the Anaheim Ducks in 2009.

The defenceman was suspended eight times in his NHL career for a total of 22 games.
Seriously? Isn't Bettman admitting the Flyers are circumventing the CBA/cap? ...why would Pronger care about "salary cap reasons"? He wouldn't, thus proving this whole LTIR situation was cooked up for the Flyers' books. This move once again hi-lights the arrogance.

Bettman being complicit in cap circumvention is rich. If Pronger wants the job, retire, for health reasons, take the insurance payout less the NHL salary. The Flyers are then on the hook for his cap. But with Bettman helping the Flyers out with this exception just smacks of favouritism. Old school owner getting a pass.

As well, as pointed out, the optics of a conflict are very strong on this one.

He's been hired to work in the NHL player safety department, does he need a functioning brain for that? I hope he's sharpening up his elbows.

The NHL had a guy making disciplinary decisions while his son played in the league, is anyone really surprised?

I also don't understand one point, who is actually paying the Pronger's salary right now? Philly or an insurance company? I presume it's an insurance company, and I'm not sure why they wouldn't be creating a huge issue over this.

I have no problem with this.

Precedent has now been set, so every team can benefit unless they change the rule and retroactively apply it the way the did the cap-circumventing retirement plan contracts.

The American legal system is just a game of loopholes and exceptions. Why would a league based in the USofA be any different.

What a fucking joke.

I'm guessing they'll hire Matt Cooke next when Pronger gets a job in team management in two years.

Burnside has an interesting take, with sidebar contrasting opinion by LeBrun
As I understand it, the job is still Quintels and Pronger is an adviser.

With his history with Linden at the NHLPA, should he recuse himself from all matters affecting Vancouver? Pacific? Western? Is this any different than Shanahan phoning his old boss in Detroit for advice?

Without the baggage, I believe Pronger could be a good candidate for the job. The baggage he carries will make every decision he makes questionable.

At least with his injury conditions we shouldn't be seeing him under the bright camera lights doing video summaries.
