Bringing back the blind side hit language. GMs split, as Bob McKenzies says, between the doves who want to reinstate the language and offer more protection, and the Hawks who want more hitting and fear reinstating the language will take hits out of the game. Doves want to add stiffer penalties for any head contact.
Adopt the IIHF shoot out rules. Teams announce their three shooters. If still no winner teams can pick anyone to shoot, even the same player over and over. This will allow fans to see the dynamic players shoot more and eliminate the 12 player shoot out that sees scrubs taking shots in later rounds.
Releasing, in conjunction with hockey Canada, a new 5-20 year old minor hockey development program. One of the concepts is to move to a 19 year old draft with exceptional circumstances allowed. So franchise type players could still be drafted at 18. The language and exceptional circumstances still need to be defined. NHLA PA needs to sign off. PA is split. Some see it as a way to keep vets in the game a little longer while keeping average salaries up. Some see it as an infringement of a players rights.
A clarification of expansion draft rules. I read this morning that some GM's were taken by surprise by the leak that Vegas would have an early window to negotiate with FA's. Some wondering what if Vegas came to an agreement but did not sign the player until after July 1. that team would then have lost 2 players.
Vegas isn't at the meeting as their franchise fees have yet to be paid in full. Last instalment is expected in the new year.
A few comments;
Shootout, fans hate it, which was the reason for 3 on 3, why try to make it exciting. Personally, I like it when goes 5-6 rounds and gets to the lessor lights. Would it be called the Oshie-Josi rule?
Blindsides.....concussion lawsuit has to be a major consideration, or are they that smart?
Draft age, when push comes to shove, rookies go under the NHLPA bus. Crafting an exception rule will be near impossible, What year is a team to tank if the top player may not be available? Will 18yr olds not except file for loss of wages and restricted trade? What of the GM who has traded for what he believes will be high draft pick targeting several player's draft year and one of those players, the cream say, has been taken the year before, or not eligible until the year after?

I'm amazed that so many people choose to be complete twats.
Maybe they need to make Vegas declare what FA they want to speak to with a provision that if they fail to sign any FA they speak with in that window they are prevented from signing them for one year, or something like that.
I agree re shootouts. I like seeing lesser players get a chance to be hero. Adds to the fun. It's already a gimmick so I don't want to give an advantage to teams that have 1-2 shootout Warriors.
Re the draft, I don't see 18 year olds suing as having much success. As far as making the change, make it 2-3 years in the future so GMs have time to adjust with respect to trading draft picks and being able to utilize any picks they have already acquired. Personally I think it is in the best interests of most 18 year olds anyway. And if it makes a tanking strategy more risky than all the better.
NHL release a final list of players exempt from the expansion draft due to full NMC and that must be protected by their respective teams. Players of course are free to waive.

The NHL in conjunction with the NHPA reviewed every player contract believed to hold NMC trade protection. Because many had various window and trigger clauses some players thought exempt are not and some, like Nash, still need protection. The NHL website contains the full article.

Touché ha.....all we need is a 1st overall pick (like this draft) to build upon ala Patrick Kane to start that NMC trend.
We're going to have to sacrifice more than post-less board members for that to happen with the NHL's newest darling Vegas, NHL aided Arizona, and Toronto looking to have strong lottery odds as well. Not to mention the recently relocated Islanders.
We could finish with the worst record and I'd wager the draft order being something like Arizona, Vegas, TO then Vancouver.

Don't be mistaken, Edmonton is a darling team. They were a dynasty and have 5 Cups, the league didn't want them folding and losing them. They were also trying to help Katz get funding for a new arena!
The NHL needed and still wants Edmonton to be successful.
