These are businesses that can be located anywhere there is a talented workforce so it is best to draw that talented workforce of you want to keep that industry.
If you have the university knowledge centres, do you want the brain drain from those centres or do you want to grow on that investment in education?
In the resource industry, we go to where there are resources. The natural resources are where they are and are immobile. I've had work permits for several different countries all with varying degrees of difficult to obtain.
Is it any different than tax incentives to film industries or sports stadiums?

As I said, the H1B program is good policy but the execution is a fail. It should be used for elite talent only, where there are not enough locals that can fill those top jobs. Instead it's being used by billionaires to cut costs. Even Musk is now saying the program is broken.
The program is different than tax incentives. We don't need to lure people here; they already want to come and the H1B program is a selection mechanism.

So a quirk in immigration rules, where we are to turn a blind eye on, that is tailored for the elite of immigrants (getting a mulligan) but not for the “regular Joe” of immigrants - “Git yo ass back home, ya hear!” All this for the benefit of tech billionaires like Musk, Bezos, Zuckerberg, etc.?
