From the sounds of it he had also fired three shots before Donald ducked.

We have no idea what or who was securing the roof of that building other than there was a security breakdown regarding it. The building was outside the secure access perimeter for attendees to the rally. From what I've been reading, these outer ares are often delegated to State or local law enforcement for patrol and it was obviously within the perimeter managed by the counter snipers. The counter sniper crew could have an area 180 degrees wide out to 1500m to monitor so they would be reliant on uniform and plain cloths crews on the ground in addition to their own scans.

This would have been documented in the pre event security scan and planning documents. I'm sure they have already identified the lapse and will be the communication traffic for confirmation.

My impression from the limited video and the timing of the audible shots, the counter snipers were reacting to communications, not shots fired.

Favourite conspiracy theory meme of the day on that suggest there was no need for both the CIA and Secret Service to be on that roof. What is more likely, a grand conspiracy or human error. Would a grand conspiracy place the final outcome in the hands of a math nerd loner geek with little to no experience shooting from distance or where to aim?

Don’t know about the other ones, but in Sweden you need to pass a hunter’s exam before you’re allowed a gun. Kind of like a driver’s license, which means they have to learn some basic gun safety stuff and pass a target shooting test.
Weeds out some of the real idiots. But either way, it means if you have a hunting license you have passed a target shooting test.
I have no idea if this applies to those other countries, and besides, I was just quoting the article.

And if you do go down that rabbithole, then you must also consider if the shot missed on purpose…

On the other hand, I read just the other day that Trump still hasn’t reimbursed some town in Pennsylvania for the security costs at a rally he held four years ago. Maybe they withheld the security for any new meetings until he pays up for the previous one? Would make sense. I mean if you provide a service for someone who then doesn’t pay, and then he wants the same service again - wouldn’t you demand he pays the old bill first?
