Stupidly, Ukraine handed over all their nuclear missiles to Russia in 1994 in exchange for a treaty in which Russia promised to respect their territorial integrity and rights as a sovereign nation.

So what is the 50% of Ukraine's strategic minerals?

If 50% of the deposit, no western for profit company is coming in to mine that money losing proposition. Net smelter returns (NSR) payments of 5% are doable in some instances but it is usually more beneficial to buy out as much of that as possible. A typical option agreement will have a 2% to 3% NSR with all but 0.5% to 1% open to buy back at $1M per 0.5%.

If it is 50% of the Ukraine government's take, then that may be more reasonable depending on the tax/royalty regime. If you think of it in BC terms, the Provincial government gives roughly 35% of their take to First Nations.
