From what I understand this is a direct parallell to Caster Semenya. They are both women, but with unusually high testosterone levels. Now, all men and all women have both testosterone and oestrogen, but the levels are different. All people aren’t the same, and on the bell curve of things some women actually have more testosterone than some men. This is usually tough for them, as testosterone tends to give you more male features, and so they are typically found unattractive.
Anyway, I have a hard time understanding why people should be disqualified from sports just because they are better than their opponents. There have been attempts at setting a maximum allowed testosterone level for female athletes, which is why Khelif wasn’t allowed to compete in the world championship, but if you’re not juicing, if this is your natural level, I think that is ludicrous. It is the same thing as having a height limit for basketball players. No one is going to convince me that a seven foot player doesn't have an unfair advantage over a guy who is 5’10”. But we still allow them to play, don’t we?
Amine Khelif and Caster Semenya face a lot of hostility because of how they look and because they are stronger than most other women, but what the hell are they supposed to do about it? For a number of years Semenya was forced to take drugs that would lower her testosterone levels to compete, but she has told that she felt like shit and got all sorts of weird side effects, so she stopped taking them. Both of them were born girls. Should society really force them to transition to male against there own will?

No. This is pretty rare. And from what I understand it is mostly African women that have been detected having naturally high testosterone levels. Which makes sense, given that genetic diversity is greater in Africa than outside of Africa. Thus it would make sense that both the women with the lowest testosterone levels and the women with the highest testosterone levels would most likely be found in Africa.
Now, most African countries are still fairly poor and most African countries also have a poor record when it comes to women’s rights. Thus there have not been that many African women competing at the highest levels in sports. Now that more African women have the opportunity to pursue a career in sports, we encounter more of these cases. And I think it is still probably less than a dozen cases I have heard about.

From what I've read, Khelif has a condition called DSD, which is an umbrella term for a number of manifestations. Try to assign sex for one of these individuals, lol:

Androgen insensitivity syndrome (AIS) - This condition causes 46,XY individuals to have female or ambiguous external genitalia due to the body's inability to respond to androgens.

Ovotesticular disorder - Individuals have both ovarian and testicular tissue.
5-alpha-reductase deficiency - This inherited condition impairs penis and testes development.

Clitoromegaly - An enlarged clitoris that may resemble a penis.
Undescended testes (cryptorchidism).
Turner syndrome - A condition affecting individuals with 45,X karyotype, causing short stature and atypical pubertal development.
Mayer-Rokitansky-Küster-Hauser (MRKH) syndrome - This results in underdeveloped or absent vagina and uterus.
These conditions can affect chromosomes, gonads, internal reproductive organs, and/or external genitalia, leading to various presentations of atypical sex development.
