I believe the Oilers were already over the cap and needed to make moves before these two were signed, but this really changes the math considerably. Broberg spent most of last year in the AHL but established himself as an NHL capable player in the playoffs and Holloway has never really found the next level. Two guys coming off ELC's, no bargaining power (other than offer sheets), what were they going to come in at? If Holloway was a Canuck coming off an ELC, Allvin would be pushing him to sign around $1M given the Hoglander and Podkolzin contracts. Maybe Broberg would be looking at $1.5M given the position -- I'm sure they were like, Phil, one year deal, prove yourself and you get Ceci's money after this season. That means the Blues offer sheet just increased the Oilers cap by about $4.35M more than what they were budgeting. Uh oh.
From the Blues perspective, I get it. Holloway has more to give, I think. He's got good speed and tenacity, so I think he's got third liner downside with some potential to be a second liner. (Can the Oilers afford that loss of speed?). As for Broberg, his range is much greater -- from top 4 with PP running capability to not good enough for the league. Blues are just banking on the upside here, that he can overcome his panic under a forecheck. D are in short supply and if he can find away to overcome his ? Could be a steal as much as it could be a 2 year anchor. But what makes this play brilliant is that making both offers significantly increases the chance they get on. If both these players hit, this can work well for the Blues.
Oilers will want to LTIR Kane, of course, but that doesn't get them where they need to be (but would have if those two guys signed for what their almost leverageless contract situation would normally do). They have to move someone off the roster -- how's that Arvidsson signing looking now? Are there markets for a 34 year old Ekholm @ $6M? I'm sure there's no market for Nurse -- would anyone take him half his salary retained? Either way, the Oilers roster is about to suffer an unforeseen downgrade. Even worse if they can't find Kane a surgery that can legitimately keep him sidelined for the year....

They’re in win now mode. They need Ekholm if they have any chance to win now. I think they should suck it up and let Broberg go (or explore matching and trading to a third team?) and run with untradable Nurse, Ekholm and Kulak on their left side. If I’m them I’m matching Holloway, putting Kane on LTIR and letting Broberg walk. Holloway’s speed and forechecking makes him a legit NHLer and he still has some scoring upside. Broberg might live up to his new contract, but there’s a better chance he isn’t a legitimate top four defencemen and won’t.
