Has Trump ever condemned police brutality or racism? Does he have any policy to address police brutality? No, in fact his administration doesn't even believe it's a problem.
If the roles were reversed, you know Trump would not be making any concessions like the one you suggest. He'd be driving a hard bargain. So you shouldn't be surprised.
