No, that was one lockout earlier when Burrows, Kesler, Hansen, et al simmered at Portage and Main.

Arizona Coyotes owner Andrew Barroway is in the process of selling the franchise. Plan is to keep the team in the Phoenix area

Sounds like Bettman wants no lockout at all, will work hard with the nhlpa to smoothly negotiate an updated CBA.
Gary Bettman on where the NHL stands with a collective bargaining agreement:
"I'm not in favor of having a difficult negotiation.
I hope we can extend and renew with minimal fanfare.
We'll see what happens but I'm not looking for a fight."
Likely because the expansion team is starting soon and doesn't want a fiasco.
