I think he bought the song after it was released and used it as a template for My Way which he wrote for Sinatra obviously.
But I could be entirely out to lunch on that.....
No, seems legit according to Wikipedia:
Paul Anka heard the French original, while on holiday in the south of France. He flew to Paris to negotiate the rights to the song. He acquired adaptation, recording, and publishing rights for the nominal, but formal, consideration of one dollar, subject to the provision that the melody's composers would retain their original share of royalty rights with respect to whatever versions Anka or his designates created or produced.
Back in New York, Anka re-wrote the original French song for Sinatra, subtly altering the melodic structure and changing the lyrics
And if you look at the original label you can see the French composer (Revaux) and lyricist/singer (François) being credited next to Anka:

The same kind of deal that Björn & Benny from ABBA negotiated with the Fugees for sampling ABBA's Name of the Game:

... in their Rumble in the Jungle:

... and for Madonna sampling Gimme Gimme Gimme (A Man After Midnight):

... in her song Hung Up.

They have writing credits on both those songs.
But Glen Matlock has admitted to stealing the bass riff from SOS:

... and reusing it in Sex Pistols' Pretty Vacant:

But when Benny Andersson was asked about it in an interview he just laughed it off and said "yeah, no, I don't really hear my music there."

As coach JoJo Bubba Jr. said: "How was I to know she was only 17, she looked 19 easy!"

Fair to say the band would possibly go by a different name circa 2024?

I don't follow Donny, but you've piqued my curiosity.
Sort of a 'one-hit wonder' I thought, but a work of art for sure.

AHHH, I see.
Yes, it's all been downhill since the sixties for the People's Republic of California.
But damn that was a great song in it's day, still love it...
