Nah, the list you look at should be renamed "List of MAJOR terrorist incidents". Over the 45 years that span 1970-2015, there were a total of 1679 acts of terrorism in the UK with at least one casualty. Back in the 1970's bombs were going off every week, and especially on Northern Ireland. There were lots of knife or gun attacks as well, often claiming just the odd victim. But together they add up. Here is a different graph, from the Washington Post, showing casualties per month in the UK over that 45 year period:
As you can see it goes from a constant red back in the 1970's, hardly a month without casualties, to nearly complete calm, with the odd greater pillar when you get closer to the present. (the grey bars are the totals for Europe, and in recent years most attacks have occurred in Eastern Europe, outside the EU, and particularly in Russia.)
