It’s not. You can’t tamper with yourself, and no team that hopes Hughes goes to free agency can claim it is tampering because that claim would then indicate their intentions and by definition would then be tampering.

No clue why he’s interpreting it that way.

I like this package better, but there's no way of knowing if it was ever on the table.
