I would think "exceeding expectations" is a bit more relevant for the Jack Adams. How it comes into MVGM is if those exceeding-expectation players are the result of difficult GM decisions -- contract extensions that were questionable ex ante, trades, etc. But really the metric isn't expectations, but how is this team now compared to last year? Sakic's best move was converting the "old" 1st-overall Duchene into the new 4th-overall Makar. That is an excellent return, better than Benning's late-1st for Miller. However, a good deal of luck was involved in Ottawa's inadvertent two-year tank.
But at the end of the day, Sakic drafted/inherited first-overall Nathan McKinnon, who is playing beyond expectations this year. He's producing on a 120-point pace, and it's no surprise that the Avalanche's climb out of the basement coincides with McKinnon doubling his offensive production. Really, a projected 13-point jump in the standings can largely be attributed to MacKinnon increasing his offensive output by almost 50%. Much like the Canucks' return to the playoffs in Benning's first year can be attributed to the Sedins' bounceback of almost a 50% improvement. There's also a lot to be said for the weakness of the Central this year versus last year.
So I wouldn't consider Sakic's work to be quite so "sublime", however I would say that MacKinnon's season is absolutely franchise-altering.
