Wow, Tkturtle actually dropped them. Good on him. He should have done that right away.
The panel noted he was going to throw the hit again but peeled off when Kassian didn't get the puck. Way to go NHL. Run Raffi out of the league but endorse it as legal for certain players.

They would have suspended the turtle if those hits were on McDavid.
