I think their public statements have acknowledged or at least implied the inverse - if a players gets a match penalty early in the game he is kinda/sorta considered to have served a game already

Most draft analyses I have seen take the the same approach -- right down to the terminology. A couple of things, one is that I was focused on the rightmost columns (percentages of picks that turn into impact players) more so than avoiding busts.
