I say it should be open to all amateur teams, take it back to its roots, if only for one year

"Under terms of the trustee agreement, it is the responsibility alone of the NHL to set the terms of competition for the Stanley Cup," former NHL executive VP Brian O'Neill, told The Post on Friday.

"There is nothing in the agreement that would allow the trustees to deem the caliber of the league insufficient so as to deny the NHL the right to award the Stanley Cup to their champion."

O'Neill said the trustees have no power to prevent the league from awarding the Cup as it sees fit.

"Only if the league dissolves do we have authority in the matter," said O'Neill, who is co-trustee of the Cup with former NHL referee-in-chief Ian (Scotty) Morrison. "There is nothing that allows us to take the Cup away from the NHL."
