Because every team that wanted to move a contract begged other teams to take it off their hands first via trade and when nobody would bite all the other teams put their players on conditional wavers in the hope someone would put in a claim.
Is waterhead really that fucking cheap? They wont give Gillis the go ahead to buy out Ballard?

That's almost certainly true, but there's s always the human factor, and by that I mean Luongo. Gillis probably had a list of teams he would be OK with, but Gillis would still have to ask him officially in the event that it was getting close to a done deal with any of them. In that event Luongo could have waffled and indicated his displeasure if the potential destination teams were anyone other than the Lightning or Panthers. He was probably holding out hope that Tallon would change his tune at the last minute and give Gillis the 2nd overall pick. I'm a little surprised Gillis didn't offer Tallon something like Luongo, Schroeder, and a 2nd for their 1st. Maybe even Lou + JS + 1st for 1st and 3rd.....
