There are 2x6 partiion for all walls with utilities running through them. The exterior are all 2x4. The basement is just over 750 square feet.

R24 IIRC. I am having more blow in added to my attic as I'm going to electric boiler heat and due to panel size (even with 200 amp) I need to be sure I won't get cold.

You dont have room for a heat pump/air handler on your panel? 60A/20A breaker (in most cases)
I was looking at your mech room and with the pics its tough to see the size, but will you be able to shove that boiler in the back so you wont have to dismantle the ducting/furnace to change your HW tank? I recently did a change-out for a couple who had their dream mechanical room shoved into a closet and bcs they had they boiler at the back of the room they needed to gut the room just to remove the boiler. Mega bucks, and unnecessary with planning.
If your going with an electric furnace they should be about 20X20"-ish. Just depends on it you care about a drop in that room and where the SA/RA are going.
