OK, let me dumb it up for you. If I put it this way:
I can understand that given the circumstances, people raised in Ontario may root for the Toronto Maple leaves.
Now, this does not mean that I'm good with it, that I agree with it or that I condone it.
It simply means that I can understand it; that my empathic resources are big enough for me to grasp that it is fairly reasonable for some one with that background to end up making something that I'm sure we can both agree would feel completely wrong for us.
So, given the circumstances, people may become Leaf fans, drop bombs, etc.
I can understand it, but it doesn't mean I approve of it. Capice?
