Uhm... no. It’s not.

Only two states use a proportional system. All the rest use a winner takes all format, which basically means that in a three horse race 34% of the vote could suffice to get 100% of the state’s electors. Hardly proportional.

When some states started doing this both Madison and Hamilton protested that this went against the whole idea of how the electoral college was meant to work. The framers had intended that each elector should be elected by a separate district, and not bound to a specific candidate. They were meant to represent the interest of their voters as the electoral college discussed which presidential candidate to choose. So you cannot even say that the electoral college of today was how the founding fathers intended it to be. Hamilton was busy drafting an amendment to right this wrong when he died.

And if you instead of looking at proportionality within states, a national view is equally disturbing. Small states and former confederate states have disproportionate power. A vote in Wyoming holds more sway than four votes in California.
Furthermore, only states get to send electors, so US citizens living in so called territories (eg Puerto Rico, USVI, Samoa...) do not even have a say at all. Hardly worthy of a supposed democracy.

It’s a really fucked up system that has resulted in the wrong president, ie not the one a majority of voters wanted, assuming the office four times. One of them being the current president.

It really needs reforming. Either to a true proportional nation wide vote, or going back to what the founding fathers envisioned, ie that each elector represents the voters of a specific district and that the concept of awarding all electors in a state to one candidate gets banned. This wholesale concept has resulted in most states being predetermined and only a handful of swing states matter and thus the latter get disproportionate attention from candidates.

If every single elector in every single state counts, then candidates will have to address the concerns of all citizens.
