What exactly is this slingbox (I know it transmits a TV signal to a computer) and how does it allow you to see Sportsnet Pacific in Toronto?

My sister sent me one for Christmas... I'm sending it back...My understanding is that it allows you to watch your own TV from your laptop, whether you are on the road or anywhere that you can get on the Internet. But as to my original question about circumventing the SNET blackout -- you've hooked it up to a TV set in BC, then?
