That wasn't even the completely flipped switch. Its early in the travel of the toggle towards the on position still.

Once Lindholm and Demko arrive it'll make an audible "click"

One of the Roger's staff should go down into the bowels to look at the circuit breakers and check on the one marked "7.3.5"
