Stay away from predictions involving the leaves. They will clearly use LTIR and there is nothing wrong or unusual about it. Teams like Arizona have been using it to cheat the cap and save $.
And to correct yet ANOTHER thing you said is wrong, you're trying to spin it as some lucky break Marchenko signed in the KHL. He did so because the leaves placed him on waivers because they signed better players and he wouldn't crack their roster.

Joffrey Lupul called out the Toronto Maple leaves for their treatment of the winger on Sunday, saying the team cheats with the way it uses long-term injured reserve.
When someone pointed out his failed physical, he responded: “Haha failed physical? They cheat, everyone lets them.”

no surprise that both Nathan Horton and Joffrey Lupul failed their physicals, so they won’t make the team this year.
As for Lupul, it’s more surprising that the leaves have gotten away with it for the second year in a row, considering his social media has seen him managing his injuries just fine. It seems like the leaves won’t get in trouble for it though...

The NHL won't even blink. Some teams are allowed to cheat. Some players are allowed to cheat. But hey it's all within the rules and unless Bettman wants to call someone out for using the rules,to circumvent the cap, well nothing gets done. But we get the Luongo rule. Even though Gillis acted perfectly within the rules.
Trading injured players for cap space or for getting to the cap floor is cheating buts it's allowed.
Why the PA isn't doing something I don't know.

The PA won't do anything about it because Lupul still gets paid, while the leaves can go over the salary cap to pay another union member NHL dollars. The Union should be all in favour of cap circumvention.
You're not likley to see much whining or complaining from the owners until the leaves really get an advantage from this. Kind of like how the Luongo rule became an issue when top-teams were leveraging it to widen their competitive advantage (Chicago, Vancouver, Detroit etc.).
Lupul and Cowen bitching about their situations speaks volumes about their loyalty to the club and Toronto's treatment of their players. I don't think you'd ever hear Salo or Bieksa talk that way if they had to undergo extra rehab so the team could stay ahead of the cap.
