Why wouldn't he re-sign with the Pens for a year ?

I've heard the deal isn't for 10 mill per, its a 5 mill signing bonus, 5 mill per season & then 5 mill to be paid out at the end of the term. Not sure if this makes any difference in the CBA or not. If its just seen as 10 mill per then I don't see whats the point of making the offer spread out like...

Yeah, I read it too. Then I went to the CBA and looked up the comp Compensation is relative to the salary cap, the CBA was written in 2005 when the cap was $39M. It is just a 2nd round pick. Thanx. If the offer sheet is for 7.5 over 3 years, the cost is a 1st AND 3rd round. (based on the avg salary).

Offer sheet over 2 M to 3 M. Comp is first & third.

To be fair, it's only been 2 hours. If, and I don't pretend to know what's involved with the administration side of this day, much of the lead in to obtaining a player does not include actually speaking to agents/players until the 9 o'clock gun, little can be done until that conversation takes place...
