I think some of what we are seeing is NHL owners and GM's in the US running their teams like they would an NBA, NFL, or MLB franchise. I don't see them making a Luongo trade now. The off season if they have more money who knows but it ain't gonna happen now. They got lucky last season and tried to run with it this season but came crashing down to earth.

Apparently the NHL is supposed to flag players who need to clear waivers to re-join the league in situations like this so GM' s can get a quick check before making a move like this. The NHL for some reason did not flag ROR. The league has said that would not have been a defence for Calgary not doing...
