I've done the math, Canucks can sign Marner to a 12 mil offersheet and if the Leaves don't match, they can sign Karlsson for 10 mil, Boeser for 7 and keep Eriksson, Rousell and Beagle and still have about 5 mil in cap space left over. Regarding the offside... sure, he's offside according to the rules, but FFS he has nothing whatsoever to do with the play. Nothing. The league might want to consider the FIFA approach. You can be in an offside position, but as long as you don't directly affect the play, you are not declared offside...
